Learn Lessons From 4.28 Accident Pay More Attention to Locomotive Wheel Quality

    At 4: 48 AM of Apr. 28, when the passenger car T195 from Beijing to Qingdao came to the section between Zhou Village and Wang Village in Jiaoji Line, the 9th to 17th carriage in the tail became derailed, which came into collision with passenger car 5034 from Yantai to Xuzhou, resulting the 5 carriages became derailed. Lots of people are dead and injured in the accident (see photos). After the accident, Central Committee of Chinese Communist Party, and State Council attached much importance to it. General Secretary Hu Jintao and premier Wen Jiabao gave important instructions immediately: rescue injured people, deal with after-accident issues, investigate reasons, and restore normal transportation orders. And appoint Zhang Dejiang, the CPC Political Bureau member, and Deputy Premier of State Council to the accident site to guide rescue and aftermath issues.
   The accident exposes that lots of potential safety risks still exist in the railway. The accident warns us that: it’s the basic responsibility of people working in railways to try their utmost efforts to ensure the safety transportation. Life takes priority above all, which isn’t just lifeless words, especially for people working in frontlines. A careless of moment may lose a life; a temporary simpleness may result irremediable regret. Ensuring safety, and caring life are the inner requirement of scientific development and also the ultimate goal of constructing the harmonious development.
  To learn lessons from the severe railway accident “4.28”, and implement all national “4.29”railway tele-meeting spirit to exercise self-examination and correction, our company launches a 4-month “self-examination, and through inspection” activity starting from May. At the beginning of May, relevant departments held a theme meeting, informing the “4.28”severe railway accident, and conveying the “4.29”railwaytele-meeting spirit, while arranged study and discussions of various levels. Through this, we realized that present situation and our tasks concerning railway transportation safety, and became aware of impact our work quality imposed on product quality, the hazardness and seriousness of inferior product quality have on railway transportation safety. In the 1st ten days of May, under the leadership of General Manager, the company conducted the self-examination, trying to find out differences from thinking and practices, and to discover flaws from management, and product design, production management, process control, quality monitoring and system running. 
   June, the special inspection team will be formed under the initiative of Operational Deputy General Manager, which will conduct special examination to each department and each shop. The special inspection team will verify whether MOR documents, orders and process documents are followed, and whether management regulations are carried out. They will institute work plan, carry out “self-examination, and thorough inspection”, conduct inspection and harness potential quality risks which shall not leave any dead zone. Problems found in the inspection shall be fixed thoroughly within stipulated time limit. For quality problem or management flaws found in the self-examination, correction and pushing plan shall be specially adopted to correct them. In the Aug. the company will continue to further improve and verify this work according to requirements, and will publicize development and verification status on the website.
   All workers shall learn lessons from this severe accident, firmly set up the principle that people take priority, strictly carry out quality responsibility, and put quality safety in a more protruding position. We shall remember safety production all the time while working, and carry out various safety protection measures according to our real situation, insist on “safety first, precaution crucial”. Reinforce professional management to ensure wheel quality. We shall continuously perfect quality management system, and make our due contributions to the consistence and stabilization of railway transportation safety.
